Master Chief O'Neil passed on in 2002. He was my first contact in the real Navy data processing world.

If this the same DPCM Tom O'Neil that was stationed at PSA Philly during the mid 80's?

Yes. I relieved Tom in 1987 when he retired. He went to work in Philadelphia, at the University of Pennsylvania, grading tests on OCR forms. He loved the job, and was a Phillies Season Ticket holder (great seat, right behind home plate). I'm sure he was watching the Phils as they won it all last year (from above, that is)....
